Introduction School is an institution where students learn different skills and how to develop those skills, under the supervision of the teacher. Overall it is a place to acquire knowledge. A good school has to offer nowadays the maximum possible of different strategies to provide a safe environment and solid system for a good learning atmosphere. As education in the 21st century is the era of developing the high skills and the creating of a safe climate of education it is necessary and important to have a strong belief in the transparency of good teaching and learning. Historical view of education. The 19th century moved away from the old traditional system of education however it witnessed the establishment of elementary school for the majority of the people, as education had flourished and was developed . The process of development into the 20th century and its engagement with the advance of technology and its speed has given education system another dimension. The 1902 Act declared a national state education system with Local Education Authorities, as part of the local government organization, in charge of state schools, replacing the School Boards and effecting a considerable economy in administration. As the report points out “The Act abolished the 2568 school boards set up by the Education Act 1870 and handed their duties over to Local Education Authorities (LEAs). It also brought voluntary schools under some control of the government, giving them funding” http://en.wikipedia.org/wiki/Education_Act_1902 The 1994 act established many of those aspects of English schools which are familiar to foreigners - separate primary and secondary schools, local autonomy under the guidance of the central government, social and games facilities such as playing fields, camps etc. the provision of school meals at a very low cost. In addition the board of education was replaced by ministers as the rapport points out “The Education Act of 1944 involved a thorough recasting of the educational system. The Board of Education was replaced by a minister who was to direct and control the local education authorities, thereby assuring a more even standard of educational opportunity throughout England and Wales. Every local education authority was required to submit for the minister's……” http://www.britannica.com/eb/article-47657/education What makes a good school So after all these changes and amendments in the sector of education and the help of researchers for good education and good schools, the question was asked what makes a good school? What are the criteria of good school? Who is the most important person in a school? Is it one that achieves its targets in public tests and exams and does well in the league tables? A good school, in the public eye in general, is the one that set targets for individual pupils and if the pupils make the grade, the schools and the LEAs succeed and the department achieves its national targets. But I strongly believe it is not an ideal strategy. Schools’ targets to focus on the exam results will lose the balance of creating a well balanced student. A good school has to be one that helps children grow into mature, fit, balanced, confident, self-aware and responsible citizens? All members of the staff have to be involved to create the climate of building good personality in the pupil’s mind, and give a good start and strong platform to face the future by being a contributor and good citizen but not an idle person, a horizontal character or an outsider. Every institution has to be inspected from time to time, but the question that strikes my mind what is the OFSTED role and the other agencies which are heavily involved in the education sector?

The inspection regime, introduced ten years ago, is targeting  pupils' achievements in  terms of exams however has not passed that stage to study the case of the student as the teacher on his own can not focus on social studies and ignore his academic duty. Normally pupils spend the entire day in school enjoying comfortable learning atmosphere full of different activities therefore school might be considered as a second home for our pupils, however this notion (school as a second home )is absent, if it does not exist at all at Hope Valley College  In my first placement as a trainee teacher. I believe Good school has to be in the child’s mind as his second home. 

OFSTED and its role in the education sector OFSTED is the Office for Standards in Education - a non-Ministerial government department charged with improving standards in education and childcare in England. The Office was set up in 1992, is headed by Her Majesty's Chief Inspector of Schools in England (a much older post) and is politically accountable to the Department for Education and Skills. But does OFSTED consider a good school the one that meets all the standards in an academic way? and the exam results? Well this main issue that OFSTED has to address and has to support schools and teachers to find the right climate of creating a good school. All the OFSTED reports that I read them in my two placements the 1st and the 2nd, the focus is on the exam results only without looking or study the social background of the students. I believe, none of us will ignore the OFSTED role in terms of results and standards of teaching, but at least it has to provide teachers and schools with a social support not only looking at the frame work and its credibility.

Framework and its credibility Frame work is like a guide and support to the teacher helping him/her to create strong foundation to be able to deliver, instruct and acquire knowledge. Therefore a good school should be based on clear expectations, fair and firm strategy, discipline and competent senior- management. Frame of work, personally helped me a lot to clarify what I need to do during my teaching. In addition a good school provides a strong platform to the student, psychology and academically preparing him/her to face the reality of the outside world within a broad and balanced curriculum. Having said that the teacher will not able to provide a good learning atmosphere till the base of discipline has been really established otherwise the class will be chaos. During my first placement in Hope Valley College the senior management is working hard with the help of teachers and parents to establish and strengthen the policy of the school and the curriculum as the OFSTED report which is carried out on the 15th-18th (march 2004) inspection number 258665 points out: “The senior management team has a very clear vision for the future development of the curriculum in order to meet the needs of all students” .In other words the senior management helps and supports the teaching team to develop and vary their strategy of teaching , till they find the suitable one and meet the high standards. The of the SEF, I have neither noticed nor come across excluded student from other school in Hope Valley, however the college policy is not against any one but, it sticks with the ideology of providing great learning atmosphere free from behaviour issues. Facilities in Hope Valley college encourage students to progress and focus as buses are available to bring all students who live a good numbers of miles away from the school which is I believe is a good bonus for students to be on time. In addition to the previous factor is the social background factor of the students which is clear and obvious in Hope Valley College, as the ones with a wealthy background perform better than the ones who need may be family support. The ethos of Hope Valley College are ready to welcome any student from any ethnic minority to be registered at the school however the school for the time being has not had the chance to have ethnic minority students . After all, the impact of management performance is great as the OFSTED report points out “Standards, overall, are well above average and students achievement is very good”. During my own schooling the situation was completely different, no technology was involved in the classroom, the teacher based his lesson on the normal traditional way, the tools were limited (book, chalk and the blackboard).Nowadays new technology helps a lot the teacher to develop his teaching and help him to create more material this is from one side but the other side of the coin we used to respect the teacher, we used to see him the ideal person. The one who, gives us the torch of education and equips us with good education to face the outside world. But now is completely different despite all the tools and the new development, teaching still needs to be revised and the authority of teachers and heads should be revised. Teachers’ authority has to be back to the classroom therefore teachers will not play the role of a policeman, they might focus on their delivery. With the help of a strong senior management teachers will be able to work in a calm climate and good learning atmosphere. Monitoring and evaluation of policies Strong senior management. Adapting the changing demands of society. A broad and balanced curriculum. Citizenship activities. An effective scheme of work. A good learning atmosphere. An ongoing assessment system. A high support from parents and communities. Display of student’s work in public places. Collegiality among staff. Partnership with parents.
