WP:CSD#G4 is only for articles that have previously been deleted by deletion discussion; articles previously deleted by speedy deletion do not qualify, although the conditions that led to initial deletion may still apply. Not necessarily. If it still qualifies for WP:CSD, you can tag it for another one of the criteria. Otherwise, I'm afraid that, yes, AfD is the only way to go. The original list contained mostly federal agencies, so I just cleaned it up, added D.C. agencies and a few more federal agencies and the university agencies.
