), I have been participating in discussions since 2021, ([1], [2]) the 1,5 year break between my edits is due to my military service. - I didn't say that we are not on same IP anyway. You may be right about the device, I looked at the devices we use and saw that they are both from the same brand, which is HP. (but we use different browsers) I have responded to your concerns on WP:MEAT and I already know that it is still my responsibility to restore edits even if they are random. Hello everyone. I acknowledge the concerns raised by Girth Summit and others regarding off-wiki coordination. However, I want to assure you that such a thing is out of the question. I've been volunteering for Wikimedia projects since 2017. I hold sysop and interface administrator rights in azwiki, filemover rights in commons, and autopatrolled (or autoreviewer) rights in various wikis. I am also against off-wiki coordination. As an admin in azwiki, I have initiated discussions about [[WP:GANG|such groups]] numerous times (I can provide links if needed). It's important to note that most of the articles at the top of the list (Editor Interaction Analyser / sigma.toolforge.org) are from 2019, a time when I only knew Solavirum from wikicamps and meetings.
Regarding my edits or restorations of the same articles as Solavirum: The Armenia-Azerbaijan topic isn't very broad, and many of these articles are already on my watchlist. It's highly probable that we will edit the same articles. I noticed [[Emblem of the Nakhchivan Autonomous Soviet Socialist Republic]] article on my watchlist, which is why I edited it (or more accurately, [[Special:Diff/1179379744|reverted the title change]]). I was unaware that Solavirum had done the same thing ~3 years ago. Regarding {{ill|Zouaves Paris|fr}}, I noticed this article in the [[:az:Şablon:Azərbaycanda terrorizm|"Terrorism in Azerbaijan" navigation box]] below while reading {{ill|Murder of Ziya Bunyadov|az|Ziya Bünyadovun qətli}}, an article I intend to create here. I was curious about the connection between [Zouaves] Paris and terrorism in Azerbaijan. Thus, I discovered information about this group's involvement in the [[Second Nagorno-Karabakh War]] and decided to include it in the article here.
Lastly, I want to express my disappointment that some users believe Solavirum is using me as a meatpuppet. I've been on Wikip(m)edia for a long time (~7 years) and during this time, it's quite normal for me to form my own opinions (which may coincide with others). In the course of my contributions here, I've created [https://en.wikipedia.org/w/index.php?title=User:Nemoralis&oldid=1179038538#Articles_I've_created two articles with a total size of over 200k bytes] and am currently working on a [[User:Nemoralis/sandbox|third article]], which I was planning to nominate to [[WP:DYK|DYK]] for a fact in the article. Interface administrator changes
- The WMF is working on making it possible for administrators to edit MediaWiki configuration directly. This is similar to previous work on Special:EditGrowthConfig. A technical RfC is running until November 08, where you can provide feedback.
- There is a proposed plan for re-enabling the Graph Extension. Feedback on this proposal is requested.
- Eligible editors are invited to self-nominate themselves from 12 November 2023 until 21 November 2023 to stand in the 2023 Arbitration Committee elections.
- Xaosflux, RoySmith and Cyberpower678 have been appointed to the Electoral Commission for the 2023 Arbitration Committee Elections. BusterD is the reserve commissioner.
- Following a motion, the contentious topic designation of Prem Rawat has been struck. Actions previously taken using this contentious topic designation are still in force.
- Following several motions, multiple topic areas are no longer designated as a contentious topic. These contentious topic designations were from the Editor conduct in e-cigs articles, Liancourt Rocks, Longevity, Medicine, September 11 conspiracy theories, and Shakespeare authorship question cases.
- Following a motion, remedies 3.1 (All related articles under 1RR whenever the dispute over naming is concerned), 6 (Stalemate resolution) and 30 (Administrative supervision) of the Macedonia 2 case have been rescinded.
- Following a motion, remedy 6 (One-revert rule) of the The Troubles case has been amended.
- An arbitration case named Industrial agriculture has been opened. Evidence submissions in this case close 8 November.
- The Articles for Creation backlog drive is happening in November 2023, with 700+ drafts pending reviews for in the last 4 months or so. In addition to the AfC participants, all administrators and New Page Patrollers can conduct reviews using the helper script, Yet Another AFC Helper Script, which can be enabled in the Gadgets settings. - Following a talk page discussion, the Administrators' accountability policy has been updated to note that while it is considered best practice for administrators to have notifications (pings) enabled, this is not mandatory. Administrators who do not use notifications are now strongly encouraged to indicate this on their user page.
- Following a motion, the Extended Confirmed Restriction has been amended, removing the allowance for non-extended-confirmed editors to post constructive comments on the "Talk:" namespace. Now, non-extended-confirmed editors may use the "Talk:" namespace solely to make edit requests related to articles within the topic area, provided that their actions are not disruptive.
- The Arbitration Committee has announced a call for Checkusers and Oversighters, stating that it will currently be accepting applications for CheckUser and/or Oversight permissions at any point in the year.
- Eligible users are invited to vote on candidates for the Arbitration Committee until 23:59 December 11, 2023 (UTC). Candidate statements can be seen here.

It has been over a year since my block, and I believe now is a good time to submit a reappeal.
During this time, I have reflected on the reasons for the block and the concerns raised by the administrators. While the stated reason for my block is "sockpuppetry," I previously explained that I am not a sockpuppet. The issue arose because I shared the same IP address with another user, Solavirum, with whom I collaborated on the same WikiProject. I now understand that one of the main reasons for my block was how this situation looked suspicious due to the shared IP, especially since Solavirum had already been blocked. During our work on the WikiProject, the Karabakh conflict resurfaced, and I naturally wanted to contribute to article(s) related to my country. In hindsight, I realize that editing those topics was a mistake. Given the shared IP situation, I should have anticipated that my contributions might raise suspicions of "meatpuppetry," especially as Solavirum's block was tied to disputes on similar topics. Unfortunately, this misunderstanding led to my current block.
Recognizing my mistakes, I promise not to repeat the same behavior. I would also like to mention that my collaboration with Solavirum on our WikiProject ended in January. However, we have been sharing the same IP address over the past few months (since September) due to circumstances beyond our control. Our names were publicly shared in Azerbaijani media as "traitors" for deleting articles about Azerbaijani soldiers who died during and after the Second Nagorno-Karabakh War: [3][4]. As a result, Solavirum and I have frequently met at our former office to discuss potential legal actions, including consulting with lawyers and communicating with WMF Legal and Human Rights teams. This is why our IP addresses have overlapped during this period.
Since my block, I have continued contributing to Wikimedia projects. I am an administrator and interface administrator on the Azerbaijani Wikipedia, where I have made over 15,000 edits since my block on English Wikipedia. Additionally, I’ve contributed over 8,000 edits on Commons and 3,500 edits on Wikidata. I have remained the most active admin on azwiki during this time.
One of the main reasons I am seeking to be unblocked is that I currently cannot access The Wikipedia Library, which is a valuable resource for my work. I want to finish my article in my draft: User:Nemoralis/sandbox.
