So far, it looks like you definitely have your sources figured out and it's good that you've included them already (something I should do). It's also important that you get your information from a variety of sources instead of just one or a couple, and I think that you have definitely done that. Looking through your sources also shows that they all seem to be reliable. I think your "Public Concerns/Social Impact" section is a great idea that definitely provides some interesting factual information and I'm probably going to end up adding a similar section in my article. Also, I think that you've done a good job of keeping your article objective and informative.
Structure One thing I would suggest you do is provide a really brief overview of all the things you'll be going over in an introductory paragraph or maybe even the history section. This is mainly in regards to Los Vaqueros, Contra Costa Water District, Contra Loma Dam, etc. I think that a section on how all of these things connect may be really helpful to readers and then if they want to go in depth, they can read the specific sections (just a thought!). It would probably also be a good idea to organize your sections a little bit more, maybe based off significance or chronological order?
Overall, it looks like you have a great start!

Thank you for the comments.
I am going to consider finding a way to connect all of the background leading to the actual canal, since it would indeed make it all come together. Putting in them in the history section or making an introduction paragraph might do the trick as you suggested.
As far as organization, I think I will go ahead and base it on importance/significance of event like you mentioned.
