Hi Liam, and thanks for the email asking me to create Ali El Suleyman. I'm responding on-wiki for transparency.

I'm an unpaid volunteer and what you're asking me to do here is to spend maybe 6 to 10 hours of my free time doing a task I wouldn't enjoy, for no clear benefit. I have hundreds of articles that I would like to create myself, and the amount of time I have is the limiting factor. This is generally true of all Wikipedians – what we lack is not new ideas, but labour power.

It is not clear to me that Ali El Suleyman is notable by English Wikipedia standards (different language communities have different standards, but it seems Suleyman is not notable by Turkish Wikipedian standards). It would take me a large amount of time to work out whether the person is or not because I don't speak Turkish or Arabic, am not familiar with the websites/sources you've sent me (so it is hard to assess if they are reliable, widely-distributed and independent of the subject) and do not know anything about this person. I am not the right person to help you in this regard.
