I have been blocked for over 4 years and would like to start contributing again—see history; I have studied the document on Paid Contribution Disclosure and the Wikimedia Terms of Use, and I know that Wikipedia is not a soapbox or means of promotion, so I promise that my future contributions would be in compliance and not disruptive. Decline reason:

I have off wiki evidence(which I will not share publicly but will with other admins upon request) that you have engaged in block evasion and not been honest with your request here. Until you disclose any and all other accounts you have used, and disclosed any and all paid editing you have engaged in, your chances of being unblocked are zero. I'm generally in favor of second chances after lengthy times away for a user, but what future contributions do you want to make(such as what articles or topic areas) if unblocked? Part of the block reason is undisclosed paid editing; do you understand the paid editing policy and do you intend to engage in any paid editing? 331dot (talk) 13:52, 1 November 2019 (UTC)[reply]

Unfortunately, you could not wait for my response, 331dot. Anyway, if unblocked, I will continue to contribute as a disclosed paid editor, in total compliance with Wikimedia Terms of Use—see the top of this talk page. I am making another unblock request as advised by 331dot above; I am appealing particularly to Bilby who blocked my account and just blocked my IP—197.211.58.140—too, and to all other administrators to please unblock my account. I will continue to contribute freely and as a disclosed paid editor in total compliance with Wikimedia Terms of Use; I have already made a paid contribution disclosure at the top of my talk page, and I will make a disclosure in the edit summary for every paid contribution in the future. Please do not take this as multiple or disruptive unblock request as I do not intend to make another request any time soon regardless of the outcome to this one. No one can be stopped from contributing to Wikipedia or Wikimedia projects, except they themselves do not know how to contribute, and trying to stop anyone from contributing (be it freely or paid) is like stabbing the soul of Wikimedia itself. If you are so eager to make paid edits, I would think that you would be eager to make another unblock request and fully and honestly answer the questions you've been asked. Since you don't seem to want to make another request, I can only assume that my evidence of your block evasion and undeclared paid editing is correct. I am not eager to make paid edit, 331dot, and I have no pending contribution to make, if I do, I would have made it before Bilby blocked my IP this morning—I could always change my IP, anyway. I have already answered your question above too—I do not have any other Wikipedia account; if you have found one, then block it.
