If you are the copyright holder for this media entirely yourself but have previously published it elsewhere (especially online), please either

make a note permitting reuse under the CC-BY-SA or another acceptable free license (see this list) at the site of the original publication; or
Send an email from an address associated with the original publication to permissions-en@wikimedia.org, stating your ownership of the material and your intention to publish it under a free license. I hope I am putting this in the right place. The message above says I have been blocked because I have added "external links to many different Wikipedia pages in rapid succession. This is often a sign of people spamming Wikipedia." However, I did not do this. I simply added external links on the sites of a handful (maybe four or five?) musicians to interviews with them on my site. These interviews would be useful to anyone interested in the subjects.
