Hi Jay, there is always an explanation of the decline of an article (even if it's a standard one), you needed to visit the article and read the text in the grey box in the centre of the pink box. If you don't understand this explaination, please go to the help desk as directed above, and say you don't understand the reason given. (Make it clear you have read the reason given).

There is no time limit for developing wikipedia pages, but if you leave it more than six months between edits it may be assumed that you have given up on the article and it can be nominated for deletion (as I did). Please note that Articles for Creation is not for indefinite hosting of material deemed unsuitable for the encyclopedia mainspace.
