Year in topic

It's hard to know where to go with these summaries. They could easily end up being a summary of Year in Topic (which wouldn't be disastrous), but even the material there is often heavily weighted towards the US. There is the risk of the summary being written in a subjective manner; I'm not sure how we are ever going to avoid this. I've always thought that we should have "Year in Politics" and "Year in Economics" articles - I think there are a few, but very inconsistently.
