This should be examined by someone who speaks Tamil and then translated and incorporated if notable. It does not qualify for speedy deletion under the criteria given - the article is not short, and while there is no context in English, there is likely context in the language. There is no context to determine what this is; these types of articles are often deleted under A1. I guess I question the likelihood that such an article will be valid from a one-edit user.
