Administrators' newsletter – April 2018

News and updates for administrators from the past month (March 2018).

Administrator changes

added 331dotCordless LarryClueBot NG
removed Gogo DodoPb30SebastiankesselSeicerSoLando

Guideline and policy news

  • Administrators who have been desysopped due to inactivity are now required to have performed at least one (logged) administrative action in the past 5 years in order to qualify for a resysop without going through a new RfA.
  • Editors who have been found to have engaged in sockpuppetry on at least two occasions after an initial indefinite block, for whatever reason, are now automatically considered banned by the community without the need to start a ban discussion.
  • The notability guideline for organizations and companies has been substantially rewritten following the closure of this request for comment. Among the changes, the guideline more clearly defines the sourcing requirements needed for organizations and companies to be considered notable.
  • The six-month autoconfirmed article creation trial (ACTRIAL) ended on 14 March 2018. The post-trial research report has been published. A request for comment is now underway to determine whether the restrictions from ACTRIAL should be implemented permanently.

Technical news

Arbitration

  • The Arbitration Committee is considering a change to the discretionary sanctions procedures which would require an editor to appeal a sanction to the community at WP:AE or WP:AN prior to appealing directly to the Arbitration Committee at WP:ARCA.

Miscellaneous

  • A discussion has closed which concluded that administrators are not required to enable email, though many editors suggested doing so as a matter of best practice.
  • The Foundations' Anti-Harassment Tools team has released the Interaction Timeline. This shows a chronologic history for two users on pages where they have both made edits, which may be helpful in identifying sockpuppetry and investigating editing disputes.

Dear administrator,

I think this is probably an act of vandalism: https://en.wikipedia.org/wiki/Special:Contributions/203.224.132.96 He/she deleted a whole section. As far as I know, it's not illegal to talk about someone's personal life. Evan Spiegel's article, for instance, has a chapter devoted to that matter. (They even wrote, Kerr described Spiegel as “very traditional” and said that he believes in sex after marriage.) Heavy.com is not a strong source, but I couldn't find a better one.

This person insulted Ms Greer by calling her an "unemployed golddigger". This Wikidata item, created by me, proves that's not true: https://www.wikidata.org/wiki/Q48980153.

Also, he/she threatened me. An anonymous user is not entitled to report any member.

Regards.

Thank you for the Lancashire Fusiliers War Memorial "in Bury, which today is in Greater Manchester but in 1914 was in the southeast corner of Lancashire. This part of the world is particularly well-endowed with war memorials, not least because of the local regiment—the Lancashire Fusiliers. Over 13,000 men served and died with the Lancashire Fusiliers and the effect of such losses on its garrison town, Bury, is still evident a century on."° --Gerda Arendt (talk) 06:17, 25 April 2018 (UTC)

Administrators' newsletter – May 2018

News and updates for administrators from the past month (April 2018).

Administrator changes

removed ChochopkCoffeeGryffindorJimpKnowledge SeekerLankiveilPeridonRjd0060

Guideline and policy news

  • The ability to create articles directly in mainspace is now indefinitely restricted to autoconfirmed users.
  • A proposal is being discussed which would create a new "event coordinator" right that would allow users to temporarily add the "confirmed" flag to new user accounts and to create many new user accounts without being hindered by a rate limit.

Technical news

  • AbuseFilter has received numerous improvements, including an OOUI overhaul, syntax highlighting, ability to search existing filters, and a few new functions. In particular, the search feature can be used to ensure there aren't existing filters for what you need, and the new equals_to_any function can be used when checking multiple namespaces. One major upcoming change is the ability to see which filters are the slowest. This information is currently only available to those with access to Logstash.
  • When blocking anonymous users, a cookie will be applied that reloads the block if the user changes their IP. This means in most cases, you may no longer need to do /64 range blocks on residential IPv6 addresses in order to effectively block the end user. It will also help combat abuse from IP hoppers in general. This currently only occurs when hard-blocking accounts.
  • The block notice shown on mobile will soon be more informative and point users to a help page on how to request an unblock, just as it currently does on desktop.
  • There will soon be a calendar widget at Special:Block, making it easier to set expiries for a specific date and time.

Buckton Castle passed FAC a few days ago (well I've just noticed it's been a full week) and I thought I'd say thanks for taking the time to review the article. The while process helped push the page further along, and I think I'd taken it as far as I could without some fresh pairs of eyes going over the content. Richard Nevell (talk) 09:41, 7 May 2018 (UTC)
Hi Richard. Thank you very much, and congratulations on the FA; I was glad to see it promoted. What's next? HJ Mitchell | Penny for your thoughts? 17:03, 7 May 2018 (UTC)
I suppose I've had Holt Castle on my to do list for a while, so it would be nice to revamp that page properly. I'll have to update the page on slighting at some point to. That one might take a few years longer since some of the stuff I'd like to say hasn't been published! Richard Nevell (talk) 21:15, 8 May 2018 (UTC)

Suggestion please

Hi Harry, g'day. Please let me know whether Param Vir Chakra can be considered for FAC or not. Regards, Krishna Chaitanya Velaga (talk • mail) 06:03, 15 May 2018 (UTC)

Hi Krishna, I was sorry to oppose Manekshaw. Writing biographies of major historical figures is tough and you've done some good work there. It's not far from FA quality in my opinion, but I'll leave you some more detailed thoughts on that later in the week. As for the PVC, I think it's well on its way but it's not quite FA-ready yet. My main concern would be the lengthy quote from the regulations. It looks like it's just been transplanted into the middle of the article without any real context or explanation. I'd quote from the regulations only when you need the exact wording rather than including the whole lot; the rest should be summarised in the prose. For example, nowhere else in the prose does the article tell us who confers the award or that it can be annulled—both crucial facts. I know it doesn't have the history that the British VC or the Medal of Honor do so it won't be such a long article but the Victoria Cross for Australia and Victoria Cross for New Zealand (both FAs) have similar origins so those would be good articles to compare with. Also, there must be something written somewhere about why India decided to go with a completely different awards structure whereas other former colonies/dominions went with their own version of the VC. I'll save the line-by-line prose review for later; that's just a quick look at comprehensiveness and context. 21:28, 15 May 2018 (UTC)
Hi Harry, thanks for the quick reply and no issues at all with Manekshaw's article. Ultimately we're all trying to build a better encyclopedia, so we need make sure that it happens. Thanks for the suggestions regarding PVC, will work on them. Regards, Krishna Chaitanya Velaga (talk • mail) 06:14, 16 May 2018 (UTC)

Sally Bretton's date of birth

Dear Harry, there is no edit warring between me and 82.69.88.176. He/She has a pathological obsession with the actress' DOB. Bretton's date of birth is April 23, 1980. Her official IMDb page is maintained by Kate Bryden, her official agent. Just look at 82.69.88.176's edit history. HE/She has been changing Bretton's DOB for past couple of years. It's an injustice to inflate Bretton's age based on pathological vandalisms of an anonymous neurotic. Could you please undo your reversion of my last edit? Her DOB is April 23, 1980. Best Regards, Medi. User:Medi Bretton (talk) 12:09, 18 May 2018 (UTC)

Hi HJ. Would you be inclined to remove the YOB category from this article for the time being? I know I could probably do it without issue, but considering I've edited the article in the past, so could you :) -- zzuuzz (talk) 12:16, 18 May 2018 (UTC)

@Zzuuzz: Done. Hadn't spotted that. HJ Mitchell | Penny for your thoughts? 12:20, 18 May 2018 (UTC)

Dear Harry, Thanks for your reply. You say "all information must be traceable to a reputable, third-party source. This is especially important with information about living people, and where there is a dispute about the accuracy of information (especially something like a date of birth) we tend to err on the side of caution and omit it altogether. Please note that IMDb is not an independent, reliable source precisely because subjects and their agents can exert influence over the information there and some have been known to manipulate it to provide inaccurate information.". Every actor/actress' date of birth is either self-reported or agent-reported. Based on this logic, you have to remove all dates of births on Wikipedia. This is patently absurd. Changes to IMDb-pro are monitored/checked/verified by its admins. Kate Bryden, from Gordon and French agency, is Bretton's official agent. You say "some have been known to manipulate it to provide inaccurate information.". But you fail to give a conclusive evidence for this sheer assumption. It's absurd and disgraceful to say that ALL humans are liars just because a few people lie. It's a false equivalence to give equal credence to Bretton's official agent and an unknown, possibly-a-troll person's claims. Regards, Medi. User:Medi Bretton (talk) 12:44, 18 May 2018 (UTC)

Congrats on the promotion. I'm always fine with beinig reverted on prose; some are stylistic preferences and what have you, nor can I spell, and the main author should always be deffered to. Ceoil (talk) 08:05, 20 May 2018 (UTC)

Thank you very much. That was a nice surprise to wake up to. Request for restoration of IP block exemption

HJ, long time, no see!

About 7 and a half years ago, I asked to be removed from having an IP block exemption. A few months after that, my activity on Wikipedia declined rapidly and I eventually took a 6-year hiatus.

I've since returned and I intend to begin editing full-time. Is there a specific process I need to go through in order to regain my previous IP block exemption? I just want to make sure I have it as I know some of the edits I will be making will likely come from an IP address that is blocked (such as a public place or school).

Thanks! --White Shadows One eye watching you

@White Shadows: Hey! Great to see you back. Things have changed a little bit around IPBE in the last few years. The gist is that admins aren't supposed to just grant it willy nilly. If you find yourself caught in a hard block (bear in mind that hard blocks are rare, and most commonly used for open proxies; and that you don't need an exemption to edit through most blocks, like the ones we normally use for schools or other shared IP addresses), you're welcome to email me the details and I can grant you a temporary exemption but if you're likely to need it longer-term you'll need to talk to checkuser. HJ Mitchell | Penny for your thoughts? 15:32, 27 May 2018 (UTC)

Page edited through protection

This is probably among the sillier ones of these notices that I've left, but I've changed the target of a redirect you full-protected at Prince Henry of Wales to skip a double redirect. Leaving you a note as a courtesy. Ivanvector (Talk/Edits) 12:49, 29 May 2018 (UTC)

@Ivanvector: Thanks for the courtesy. If you find yourself making any more routine edits through uncontroversial protections of redirects there's probably no need to notify me. :) HJ Mitchell | Penny for your thoughts? 12:55, 29 May 2018 (UTC)
Noted :) Ivanvector (Talk/Edits) 12:56, 29 May 2018 (UTC)

I was going to report it, but then I thought I could see how the edit could be labeled that way. It's probably more harm than good to get rid of the filter (i.e. identifying people who are trolling and such onwiki). (I think I used "huh" in a rhetorical manner in my edit attempt.) --JustBerry (talk) 20:38, 29 May 2018 (UTC)

@JustBerry: Well it got you reported to AIV! ;) It might be an idea to apply the filter only to accounts that aren't extended-confirmed, but I'll leave that to the people who know what they're doing. HJ Mitchell | Penny for your thoughts? 20:41, 29 May 2018 (UTC)
Yeah, on seeing your report, I was thinking about that. Where was the report though? --JustBerry (talk) 20:42, 29 May 2018 (UTC)

‘Those in Roman numerals come first chronologically’

I just want to remark that this note about your talk page archive organization can be grammatically interpreted in two different ways and thus obfuscates the information it is intended to impart. Guideline and policy news

Technical news

  • IP-based cookie blocks should be deployed to English Wikipedia in June. This will cause the block of a logged-out user to be reloaded if they change IPs. This means in most cases, you may no longer need to do /64 range blocks on residential IPv6 addresses in order to effectively block the end user. It will also help combat abuse from IP hoppers in general. For the time being, it only affects users of the desktop interface.
  • The Wikimedia Foundation's Anti-Harassment Tools team will build granular types of blocks in 2018 (e.g. a block from uploading or editing specific pages, categories, or namespaces, as opposed to a full-site block). Feedback on the concept may be left at the talk page.
  • There is now a checkbox on Special:ListUsers to let you see only users in temporary user groups.
  • It is now easier for blocked mobile users to see why they were blocked.

Arbitration

  • A recent technical issue with the Arbitration Committee's spam filter inadvertently caused all messages sent to the committee through Wikipedia (i.e. Special:EmailUser/Arbitration Committee) to be discarded. If you attempted to send an email to the Arbitration Committee via Wikipedia between May 16 and May 31, your message was not received and you are encouraged to resend it. Messages sent outside of these dates or directly to the Arbitration Committee email address were not affected by this issue.

Miscellaneous

Re: Tommy Robinson

I was only echoing the terminology repeated by multiple sources "...pleaded guilty" including: https://www.theguardian.com/uk-news/2018/may/29/edl-founder-tommy-robinson-jailed-13-months User:memphisto

@Memphisto: I'm not shocked that journalists can't get their facts straight but it appears he was't charged, tried, and convicted (which would take weeks at least) but dealt with summarily—at least one source was reporting that he was held in the court cells until the trial judge dealt with him. As far as can tell, that's not that unusual for contempt of court cases, but such cases are relatively rare (and cases that make the national media rarer still). HJ Mitchell | Penny for your thoughts? 23:35, 29 May 2018 (UTC)
Actually, a charge of criminal contempt of court in England and Wales is still subject to the same rules on court procedures etc as any other criminal charge. The defendant can be arrested (with or without warrant), indicted (orally or with a document detailing the charges) and summoned to appear, where they are given an explanation of the charge, have a right to legal advice, can enter a plea etc, and evidence of the case must be submitted before judgement and sentencing (no evidence is required if the defendant pleads guilty). The only difference is that the higher courts can deal with the case themselves, and can do it speedily (that is in a few hours from arrest to sentencing, especially when the defendant pleads guilty). Robevans123 (talk) 00:44, 30 May 2018 (UTC)
Hmm, a journalist getting their facts straight? There's a first time for everything I suppose! HJ Mitchell | Penny for your thoughts? 01:16, 30 May 2018 (UTC)

Have collected all the criminal records together in one section, for ease of reference - thanks Patchen (talk) 23:59, 1 June 2018 (UTC)

@Patchen: If you look at the talk page, especially the section I linked, you'll see we've been trying not to do that. Having them all together like that places undue weight on them (which is also a violation of the biographies of living persons policy), whereas having all information in chronological order allows the reader to draw their own conclusions. HJ Mitchell | Penny for your thoughts? 00:05, 2 June 2018 (UTC)
The "undue weight" is occurring because of this subject's criminal career. Putting it all in one place allows the reader to appreciate that immediately. Why don't you want it this way? Patchen (talk) 00:21, 2 June 2018 (UTC)

And "undue weight" relates to a viewpoint - this is not a viewpoint, it is a list of criminal convictions which is long, real and verifiable Patchen (talk) 00:23, 2 June 2018 (UTC)

I "don't want it that way" because it's against Wikipedia policy (please read the policy I keep linking, and please read Talk:Tommy Robinson (activist), it's all explained there). His many and various convictions are not the reason he's notable, so they shouldn't get any more weight than anything else. HJ Mitchell | Penny for your thoughts? 01:30, 2 June 2018 (UTC)

Self requested block for HasteurBot

Per your indication of honoring self requested blocks, I request that you block the account HasteurBot as I am retiring permantly from WP after editors and admins have abused policy and general conventions in multiple cases. Hasteur (talk) 16:08, 3 June 2018 (UTC)

@Hasteur: I can certainly block the bot if that's what you want, but I'm sorry to hear you're leaving Wikipedia. Have you considered perhaps getting a change of scenery by working in another area for a while? I find that rotating between different parts of the wiki helps to keep me sane. HJ Mitchell | Penny for your thoughts? 16:15, 3 June 2018 (UTC)
When an admin promotes a 100% unreferenced draft out of draft namespace and doesn't see anything wrong with it on multiple occasions (see Wikipedia_talk:WikiProject_Articles_for_creation#Accepting_a_Draft_with_Zero_sources?) I realize it's time to give up permanantly. Hasteur (talk) 16:18, 3 June 2018 (UTC)

Reconsider?

Could you reconsider the block on Special:Contributions/82.132.128.0/17 or at least switch the account creation block. I have put ACC ignore on the block for now as a temporary measure. CU can't even get 3 months worth of data, and 1 month puts the scroll bar at pencil eraser size. I have to blanket allow everything through ACC for now as I have no clue what the target is. -- Amanda (aka DQ) 23:35, 3 June 2018 (UTC)

Hi DeltaQuad This is in relation to User:Kwilliams100 using the IPs to evade their block and make threats against myself and other editors including JuneGloom07, Raintheone, AnemoneProjectors and Soaper1234. I have tried blocking individual IP addresses for them and it is hopeless, I've no sooner blocked one than they're editing from another. They are being generally disruptive, made threats and tagged notable articles for speedy deletion while attacking the editor.
They have accused editors of being socks more than once. They also requested this article be deleted saying it's not notable, that article is now at Halfway (EastEnders) and is definitely notable. They have accused us of attacking them because they're autistic. Finally, they have issued threats to get editors off Wikipedia to more than one user.
They've got at least one of the editors above reluctant to create articles in userspace now because this user is constantly getting their articles tagged for deletion now. Sorry for the long reply but this has been ongoing for a LONG time now.--5 albert square (talk) 01:05, 4 June 2018 (UTC)
Thanks for the info 5 albert square. I haven't looked into the diffs, I will though. Since this is the case that it's harassment related, i'm looking to see if we can find smaller ranges even if I have to block like 5 of them. Simply, I could be letting this person through, simply because he's buried in so much data it'd take hours to go through. We also have the option of leaving the generic /17 block, and issuing blocks with more restrictions on smaller ranges. By no means do I want to let this guy lose. -- Amanda (aka DQ) 01:20, 4 June 2018 (UTC)
Thanks DeltaQuad, my main concern is that they created User:Theultimaterevenge while on that range. If the account creation block is switched then they'll just do the same as they've done before.--5 albert square (talk) 01:41, 4 June 2018 (UTC)
I have set 4 IP blocks that cover all but one ip that showed up to be used in the past month on CheckUser. I will leave the decision to HJ Mitchell, but i'd like us to try removing the account creation block for now on the /17 while still leaving the editing block in place. Theultimaterevenge was not created or used on this range. -- Amanda (aka DQ) 01:54, 4 June 2018 (UTC)
@DeltaQuad and 5 albert square: I've allowed account creation on that range. We'll see what happens, though obviously I have no way of knowing whether any disruptive accounts originate from that range or not. Best, HJ Mitchell | Penny for your thoughts? 21:08, 4 June 2018 (UTC)

Thank you for Equestrian statue of Edward Horner, "... still a war memorial, of sorts, and still Lutyens, but instead of commemorating the efforts of a village or a city or a regiment, it commemorates one individual. I was initially doubtful that there would even be enough to write about one monument in a church in a tiny Somerset village; I certainly wasn't expecting a 2,000-word piece that I'd be bringing here. As it turns out, it's covered in almost all the books about war memorials and several about British society during the First World War."! --Gerda Arendt (talk) 13:09, 23 June 2018 (UTC)

Hey HJ! I looked at the FAC mentor list and saw that you listed that you dabble in politics from time to time. I was wondering if you thought an article that I brought up to GA recently, Mississippi's 4th congressional district special election, 1981, would meet WP:FACR broadly-- I really don't want to put it up for a nom only to have it be swatted down quickly. I've gone through FLC on numerous occasions so I feel like the process will be broadly similar, but I'm still kind of weird about moving towards FAC with anything.

Whether you can help or not-- thanks so much! Nomader (talk) 00:53, 21 June 2018 (UTC)

@Nomader: Give me a few more days and I'll have a look and let you know what I think its chances of success are. HJ Mitchell | Penny for your thoughts? 10:56, 24 June 2018 (UTC)
Thanks! I'm in the process of adding some academic sources to the article as well that are linked here, just an FYI for the gaps in coverage right now. But really appreciate it. Nomader (talk) 14:03, 24 June 2018 (UTC)

Bristol meetup

Following our discussion in person, we need to get to arranging a Bristol meetup. Looking at my calendar, Saturday 25 August or Saturday 1 September are looking to be good dates. Which suits you? @Redrose64, RexxS, and Mike Peel: it would be great if you could make this too so how do those potential dates suit you? If I remember correctly, the last Bristol meet was held in the Commercial Rooms which were OK but busy. Are there better venues? Thryduulf (talk) 18:28, 24 June 2018 (UTC)

Um, it's a bit far for me, sorry! I might be back in the UK circa Christmas, so if you organise one in late December/early January I might be able to make it then! Thanks. Mike Peel (talk) 18:34, 24 June 2018 (UTC)
(edit conflict) @Thryduulf: Either of those dates are fine with me (so far). Bristol has no affordable parking on Saturdays, but Long Ashton Park and Ride would work for me to get to the Commercial Rooms (about 2 hours door-to-door). I doubt that Mike will find it as convenient to get back from Brazil. --RexxS (talk) 19:06, 24 June 2018 (UTC)
Does Bristol ever have affordable parking? It's why I'm very familiar with Long Ashton P&R (although I'd have guessed the Portway P&R would be more convenient from the north). Thryduulf (talk) 19:15, 24 June 2018 (UTC)
Yer, on a Sunday. But that's not a request to change the date. Long Ashton is mere minutes further on by car, but much closer to the Commercial Rooms by bus. My pensioner's bus pass means the costs are the same though. --RexxS (talk) 20:49, 24 June 2018 (UTC)
Sorry, it was my request that it be a Saturday. I work Sunday to Thursday, so I could do a Saturday without using my holiday days. (Btw, if anyone fancies a meetup in Exeter, that's much closer to me, just not to anyone else!). HJ Mitchell | Penny for your thoughts? 21:57, 24 June 2018 (UTC)
This is where I have to apologise to both @Mike Peel: and @MartinPoulter: for getting them mixed up - although that is not to say that it wouldn't be great to see Mike. A late December/early January meetup would certainly be good (at a guess I'd probably find the latter easier as I tend to do family stuff between Christmas and New Year). Thryduulf (talk) 19:15, 24 June 2018 (UTC)
The 25th provisionally works quite well. I might be able to bring Laura if we do it then. We should probably consult some Bristolians, since we're all coming from out of town. HJ Mitchell | Penny for your thoughts? 19:49, 24 June 2018 (UTC)
25 August is bank hol weekend, when I traditionally go to see my nephew's family; his birthday being 27 Aug. In any case, Saturdays are always difficult for a shopworker. --Redrose64 🌹 (talk) 13:18, 26 June 2018 (UTC)
I'm very likely to be able to make a weekend meetup in Bristol, and I'm just walking distance from the centre. Happy to be an understudy for Mike Peel. Just ping me once it's been decided when. I'll bear in mind your comment about Exeter, Harry. MartinPoulter (talk) 15:34, 26 June 2018 (UTC)
@Redrose64: would Sat 1 or Sun 2 September be doable? @HJ Mitchell: how easy/likely would it be for you to get a day off that Sunday if it worked better for others? Thryduulf (talk) 10:21, 27 June 2018 (UTC)
I don't know my rota any later than Sunday 1 July. However, I can say that looking back at shifts that I've recently worked, Sundays are easier than Saturdays (during the 13-week period between 26 March and 24 June, I worked 12 Saturdays and 8 Sundays), but any given Sunday is not guaranteed. The occasional switch of Oxford meetup from third Sunday to fourth is a direct consequence of this. --Redrose64 🌹 (talk) 19:31, 27 June 2018 (UTC)

I've now started a page on meta with provisional details for a meet on Saturday 1 September. For details see m:Meetup/Bristol/3 to join the discussion, including expressing preferences about dates and venues, see the talk page at m:Talk:Meetup/Bristol/3. Thryduulf (talk) 18:33, 30 June 2018 (UTC)
