It means you can work on it there without it being deleted. If you were to leave it in article space it would be deleted. When you are ready and have perfected the article and are satisfied that it meets the criteria for inclusion, then you can either put it up for review at Wikipedia:Articles for creation or upload it yourself and hope for the best. Having an article suggested for deletion can make one angry, and I thank you for the apology, but I never noticed anger. WHat I suggest is that you develop the article substantially in your userspace to make it pass all the relevant criteria. This essay may help you. It may not. The most important thing is good references in reliable sources. Those are pretty much the only things that cut any ice here :)

If you can provide sufficient references to show it is notable even in Beta, then release it into the wild. But be sure that it is in great condition. Being deleted later at WP:AFD tends to be fatal for an article. As for asking permission, no need, EVER to ask it. You are as good as anyone else, as is your opinion. You helped yourself by realising that there was nothing personal in the entire exchange. If you can create or edit all the article you touch in a spirit of making Wikipedia better rather than in a spirit of 'I must make this edit, or create this article" then you will have a long and enjoyable experience here. It is a frustrating site even when all is going well. The trick is to understand the way t works and to work well and within the parameters. You might choose, one day, to become an admin. I have chosen not to, and I've been here a while. One reason is that anything I suggest for deletion must then have a second set of eyes look at it; I cannot and do not wish to delete anything myself.
