Decline reason:

You have been blocked. That means there is a problem with your conduct on Wikipedia. That's not an invitation to create a new account and to continue as if nothing happened. You will need to contest the block on your original account, presumably User:Adam Cleary. WP:UTRS is available to you in principle, but I wouldn't try that venue more than once in six months. See WP:OFFER for some advice. Since, however, you still persist in exactly the behaviour that saw your original account blocked, this time knowingly, I rather doubt you will easily be welcomed back to the community.
