House of Commons records are primary sources. The two secondary sources (BBC, Guardian) talk about the subject only indirectly or obliquely, without actually mentioning "Arch Company" once. And even if we accept both as contributing towards notability of Arch Company, this isn't enough to satisfy WP:NCORP, which is usually taken to require three or more solid sources that meet the WP:GNG standard.
