My mistake. I have reverted to your last version. I did update the access-date on the citation to the city council web page. I saw the access-date of 2018, and thought you had changed the information without updating the citation. I should have looked at the cited page. It was a minor point. It is a helpful, but not required, practice to update the access-date anytime an editor clicks through to a source to show later readers that the source was still available on that date.
