Request reason:

I am a Chinese Wikipdian, as you know, Chinese Wikipedia is blocked in China...and I do not want to change the IP all the time when I switch to English Wikipedia-- learningis1st留言|工作区|欢迎加入密码学专题 ฿ 22:07, 31 March 2016 (UTC)[reply]

Decline reason:

Technical decline as your account is not blocked. Please copy the contents of the block message you are receiving in its entirety for consideration. Regards, Yamaguchi先生 (talk) 17:33, 1 April 2016 (UTC)[reply]

Request reason:

My IP (45.32.8.0/21 45.32.0.0/16) is blocked. I need a proxy to access/edit Wikipedia (Wikipedia:IP block exemption)

Accept reason:

Meets both requirements per WP:IPEC: essential need and trusted user (5k+ edits and reviewer and rollback on zh.wikipedia). Jezebel's Ponyobons mots 19:48, 1 April 2016 (UTC)[reply]

Hello Chenyijia001, while I was unable to find anything for /21, I do see that 45.32.0.0/16 is actively blocked as a proxy or webhost. I have pinged @Reaper Eternal: for consideration. Regards, Yamaguchi先生 (talk) 18:34, 1 April 2016 (UTC)[reply]
It is definitely still a webhost / VPN provider. Obviously, users who need VPNs to evade China's firewall will need IP block exemption, as noted (and granted) above. Cheers! Reaper Eternal (talk) 23:34, 1 April 2016 (UTC)[reply]
