How can I use a image?

That is a non-free image, and each Wikipedia has its own rules about them - some do not allow them at all. The English rules are explained at Wikipedia:Non-free content and Wikipedia:Non-free content criteria, and I see that there are corresponding Chinese pages at zh:维基百科:合理使用 and zh:维基百科:合理使用準則 - your question may be answered there.
