My apologies the simple answer is that there is no evidence that he is/was notable as a police officer but he does appear to meet WP:NPOLITICIAN and therefore the logical conclusion is to differentiate him from the other Humayun Kabir is either by political party or birth date. - Hmm, I see that now. But @Dan arndt, we can also remane these articles by their places - one is Humayun Kabir (Debra politician), and the other is Humayun Kabir (Rejinagar politician). As two person belongs to same party, so we need to change the name to their respective places, or else it will be difficult for other link these politicians to which Kabir we are talking about.
