@UG-SOL: Thank you for reaching out and for your interest and dedication to improving Wikipedia. I am not an administrator, and as a result cannot make the final decision as to whether or not the page will be deleted, however Wikipedia cannot host copyrighted material on its website per WP:CV and WP:F. In cases like this, WP:REVDEL generally applies, even if the article is kept. Before you rewrite the article, I would strongly encourage you to review a few other content policies and guidelines, namely those on notability (specifically WP:GNG and WP:NSCHOLAR) and manual of style. I'll also remind you that the draft namespace (WP:DRAFT) and articles for creation can provide tremendous support with improving articles before they go onto the main namespace. Don't forget that articles that do not meet notability guidelines will likely be deleted either via WP:PROD or WP:AFD. I'm sorry if this is a lot of information and I do not mean to overwhelm you, but these are core tenants of content creation, and want to make sure you are set up for success when contributing. Thank you for your guidance regarding the article on Dr. Abdallah Ali-Nakyea. I have taken your advice and rewritten the article to ensure it complies with Wikipedia's policies on copyright and notability. The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
