I suggest that it's useful to have the video on Commons. c:Help:Converting video gives an easy method based on video2commons. I've done this for the URL you gave above; here's a step-by-step description:

• Open video2commons; follow the login script and confirm via OAuth
• You should now have the video2commons screen open. Push the button "add task"
• Drop the URL into the input box and press "Next"
• Give it a sensible file name (and I suggest you pick something in English for wider accessibility); press "Next"
• Hit confirm (this can all be edited later)
• Exercise patience, as this will take quite a few minutes

Bummer. It gives an error. I'll post this here for somebody from Commons who knows about these things to look into it:

Ok, back to the generic steps:

• Once you've got the video on Commons, make a clip of the image that you want direct from the YouTube video using your favourite tool (I'm a Windows user and use the "Snipping Tool")
• I shall use https://www.youtube.com/watch?v=VUJSevYvEts&t=132s, which is on Commons as c:File:Paparoa Track - Opening Highlights.webm
• Save that snip onto your computer
• Upload the clip to Commons

• using the Upload Wizard, you set it to "This file is not my own work"; it's most useful to give c:File:Paparoa Track - Opening Highlights.webm as the source; identify the author; use "Creative Commons Attribution ShareAlike 4.0" as the license
• on the next screen, give it a suitable file name, a meaningful description; click on the pencil to set the date to the date the video was produced; add categories; hit "Publish files"
• on the next screen, hit "Skip this step" and it's uploaded

• Open the file (in my case, that's c:File:Dave Dobbyn Paparoa Track opening.jpg
• Go into edit mode for the file and edit the parameter "source" to read {{Extracted from|File:Paparoa Track - Opening Highlights.webm}}; save the file ("define Extracted from" is a useful edit summary)
• Open the video file on Commons and add the following text to the parameter "other_versions": {{Image extracted|Dave Dobbyn Paparoa Track opening.jpg}}; save the video ("define Image extracted" is a useful edit summary)

In first time, I believed that Houthi have only hijacked public institutions like Saba News and Yemen TV, while Al Massirah have been founded by Houthis. Finally, they have created lots of fake medias. But for channels, the quality of YouTube videos and Satellite TV from Houthis areas are very bad compared to Aden and Riyadh based TV like Yemen TV, Balqees and Aden TV for example (in HD).
