• Scarcity of water
• Poor governance
• Corruption
• Disparities of income and poverty
• Poor infrastructure
• Low productivity, especially in agriculture
• Very high fiscal deficit
• Moderately high external debt
• Regional disparities
• Unemployment
• Kashmir dispute
• Illiteracy
