It has taken me this long to see this question, but the person who responded didn't really give you an answer.

Wikipedia does not have profiles. If you want a user page follow the guidelines at Wikipedia:User pages. These cannot look like Wikipedia articles but are intended to explain your activities on Wikipedia. You can have a photo there if you want, and the information you need to do that is at Help:pictures. Keep in mind that if you upload a photo of yourself to Wikimedia Commons it can be used by anyone for pretty much any purpose.

If what you want is to write a Wikipedia article about yourself, this is discouraged. You have to be notable for someone else to write and encyclopedic article (NOT a "profile") about you.
