No, per WP:ONUS: the onus to achieve consensus for inclusion is upon those seeking to include disputed content. So, actually, it doesn't stay. Not until there is consensus for inclusion established. Anyway, moreoever, "legitimate" is of course a value judgment, but Wikipedia does not work that way. Anyone can say of anything that it is legitimate. Legitimate to whom?
