Is there a convenient style guide to citations and references used in Wikipedia articles?

Also, some articles seem to be enthusiastic about footnotes as a means to establish the accuracy of information in the article. Others seem to make minimal or no use of footnotes, even when the information in the article seems to me to be debatable or open to question.

Is there some sort of policy or guideline on use of footnotes?
