U.S. Canada Education Program Working Group Drafts

The following Strategic Impact Plans [1], [2]. have been assigned to a Working Group member as a Task Force leader responsible for convening a team, obtaining the necessary resources and achieving the Desired Effects specified in the plan by the timeframe stated in the Impact Plan. These Strategic Impact Plans reflect significant aggregation of the most critical Centers of Gravity that must change to achieve the Phase I Objectives.
Desired Effect: By November 30, 2012 Key Wikipedia Chapters have provided meaningful input into the U.S. Canada Education Working Group proposals and are supportive of the proposals and future of the U.S. Canada Education Program.
Measures: Key Wikipedia Chapters are sufficiently supportive of Working Group proposals as to not prevent timely achievement of Phase I, II or III objectives.
Desired Effect: By November 30, 2012 Key and influential Professors and faculty currently participating in the U.S. Canada Education Program are fully supportive of the U.S. Canada Education Working Group proposals.
Desired Effect: By November 30, 2012 Key and influential Ambassadors (Regional, Campus and Online) currently participating in the U.S. Canada Education Program are fully supportive of the U.S. Canada Education Working Group proposals.
Desired Effects: By November 30, 2012 Key Wikipedia Projects have provided meaningful input into the U.S. Canada Education Working Group proposals and are supportive of the proposals and future of the U.S. Canada Education Program.
Desired Effects: During Phase I, Working Group members are meeting deadlines, achieving goals, and preparing to transition into Phase II of the process for setting up the U.S. Canada Education Program.
Measures:
Strategy/Proposal is completed and deliver to WMF no later than Oct 29, 2012
Desired Effect: By November 30, 2012 the Wikipedia Community Engagement Process has ensured the Wikipedia community has been explicitly and thoroughly informed of the existence and purpose of the U.S. Canada Education Working Group to include the strategic purpose of the U.S. Canada Education Program, has been provided opportunity for comment and inputs on working group proposals, and is comfortable that the community is having meaningful influence on working group proposals and the future of the U.S. Canada Education Program.
Measures: The community is sufficiently supportive of Working Group proposals as to not prevent timely achievement of Phase I, II or III objectives.
Desired Effect: By October 1st, 2012, the Wikimedia Foundation Education Program Consensus Building Process ensures that all key stakeholders within the foundation support the U.S. Canada Education Working Group structure, process, phase I objectives and are prepared to act decisively on Wikimedia Foundation commitments necessary to achieve Phase I objectives and the program Future Picture.
Desired Effect: By Nov 30, 2012, the Wikimedia Affiliations Committee has passed a resolution authorizing the creation of a Thematic Organization for the US Canada Education Program.
Desired Effect: By August 15th, 2012 the U.S. Canada Education Working Group Deliberation and Decision Process ensures the working group and its task forces have the infrastructure and governance necessary to generate/support open, collaborative decisions and recommendations that fairly represent the interests of all members of the working group. Critical recommendations and decisions are resolved through timely, effective, structured and transparent discussions. All working group members are aligned around critical recommendations and decisions.
Desired Effect: By August 15th, 2012 the U.S. Canada Education Working Group Communications Process is supported with sufficient communications infrastructure to ensure the working group, its task forces and important external stakeholders can openly share a ubiquitous flow of essential information necessary to achieve Phase I objectives and prepare for Phase II execution.
Desired Effect: By November 30th, 2012 the U.S. Canada Education Working Group Legal Process ensures the Working Group has sufficient legal counsel (advice and services) necessary to prepare achieve Phase I objectives, generate specific structural recommendation and execute actions necessary to move into Phase I and beyond.
Desired Effects: By November 30th, 2012 the U.S. Canada Education Working Group Financial Process has generated the appropriate budgeting and business case documents necessary to support Phase I recommendations and support decisions required to move into Phase II and beyond.
Desired Effects: By August 15th, 2012 U.S. Canada Education Working Group Strategic Planning and Execution Process is ensuring consistent and structured documentation of working group proposals and recommendations and facilitating the work of both the group as a whole and individual task forces in a manner that keeps them strategically aligned and accountable within the chartered goals of the working group.
Measures: The working group achieves its Phase I charter deliverables and working group members are strategically aligned around those proposals and recommendations.
Desired Effects: By November 30th, 2012 a proposed legal or informal entity structure is fully coordinated and documented in a manner to support initiation in Phase II and assume full responsibility for the US-Canada Education Program in May 2013. The proposal may include alternative recommendations with Pros and Cons for the adoption of any particular recommendation.
Desired Effects: By November 30th, 2012 the U.S. Canada Education Program Scope and Philosophy is clearly documented in a way that:
Articulates the potential relationship to and participation by other English language regions in English Wikipedia and by U.S. Canada Education Program participants in non-English language Wikipedia projects.
Articulates the role of the U.S. Canada Education Program in promoting and participating in the “Free Knowledge” movement.
Measures:
Sufficent resolution of scope and philosophy to created Guiding Precepts within the Strategy.
