Felicisimo Tobias San Luis (23 June 1919 – 18 December 1992) also known as Felicing San Luis or Ang Alamat ng Laguna (lit. 'The Legend of the Laguna') and by the initials FTSL or FSL is a Filipino attorney and politician who served as Governor of Laguna from December 30, 1959 until his death on December 18, 1992. He is the longest serving Governor of Laguna. He serve as Governor for 7 terms. He also serve as Vice-Governor of Laguna from December 30, 1947 until December 30, 1955.
Early life and education
[edit]Born as Felicisimo Tobias San Luis on 23 June 1919 in Santa Cruz, Laguna, Insular Government of the Philippine Islands. His father ia Antonio San Luis and his mother is Esperanza Tobias.
He start his education in Santa Cruz Elementary School after graduating he studies to Pedro Guevara Memorial National High School and later graduate and then he start his college in University of Santo Tomas or (UST) in Manila and later finish his degree and pass his bar exam and became a license Attorney.
Political life
[edit]He entered politics when he run for Vice-Governor of Laguna in 1947 elections under the banner of Liberal Party and later won. He serve as Vice-Governor of Laguna from December 30, 1947 until December 30, 1955. In 1955 he run for Governor of Laguna in under the banner of Liberal Party but lost to incumbent Dominador Chipeco Sr. of the Nacionalista Party with a slim margin, Felicing won in Alaminos, Biñan, Cabuyao, Pila, Victoria in the 1st District and Cavinti, Famy, Liliw, Lumban, Mabitac, Majayjay, Paete, Pagsanjan, Pangil, Rizal, Santa Cruz and Santa Maria in the 2nd District. He tried again to run as Governor of Laguna in 1959 again under the banner of Liberal Party and later won. His first project was to the Family of the Filipino and Health programs for the old and young people. He built roads and bridges in the fields so that the farmers could go to the town market. On September 1960 with other personalities he joined United States Military Advisory Group who have a mission in the Philippines that year. With Ninoy Aquino and the Opposition he was one who objected the Presidency of Ferdinand Marcos Ar.., he fought his own political for his Lagunense compatriots. Felicing was one of the victim of Plaza Miranda Bombing on August 21, 1971 in Plaza Miranda, Quiapo District, Manila. Even though he was wounded, he was still the winning Governor of Laguna. Even though he was a member of the opposition, President Ferdinand Marcos Sr. did not change his attitude towards him for the development of the country. In 1971 elections he was again reelected and continue to serve as Governor. In 1980 election from Liberal Party he change his party to KBL of Marcos and he nominated as Gubernatorial candidate of Laguna but it's was case blocked by Wenceslao Lagumbay of Nacionalista Party and his main opponent and they filed a case against Felicing to disqualified him because that was the only move that they can won the election. The case they give to Felicing was narconism because he was a member of the Liberal Party and change his party to KBL because at that time according to the constitution when you a member of a party you could not change your party if you're active in politics and you could not change your party within 6 months before the election. But they should know that Lagumbay is also like that. The KBL–Laguna chapter filed a case that Lagumbay was also a narco politician because he was a member of KBL and change his party to Nacionalista Party. Nacionalista Party filed another case that Felicing was ineligible to run again becuase according to the constitution at that time if you are 65 years old you will need to retire and will got a benefits from the Philippine government every month and could not run again in any positions but Felicing was going 65 years old and even he was elected he will be still 64 years old. But later Felicing win a overwhelming majority of the votes of the Lagunense. In 1988 elections he run again as Lakas–UNIDO–Liberal candidate and won. In his victory he built more roads, bridges, schools, hospitals and many others, he focused on the economy and agriculture, he made the province rich. Felicing introduced new machinery, pesticides and much more to the farmers. Felicing also built plants that supplied energy or electricity to the entire province and neighboring provinces including Batangas, Quezon, Aurora and Isabela. Plants, companies and others seem to have mushroomed in Laguna which we still enjoy today. And he has done countless programs and projects for education, he has also built many schools or school buildings. He also build the Cultural Building in Laguna Provincial Capitol in Santa Cruz, Laguna. In 1992 elections he was nominated by Laban ng Demokratikong Pilipino as gubernatorial candidate and he was endorsed by Lakas–NUCD–UMDP he got 241,304 votes out of 167,768 votes of his main opponent Nereo Joaquin Sr. he won via landslide votes. He didn't finish his term because he died on December 18, 1992 months after he assuming office.
Personal life
[edit]He contracted three marriages during he's lifetime. He first married to Virginia Sulit on March 17, 1942 and they have six children namely: Rodolfo, Mila, Edgar, Linda, Emilita, and Manuel. On August 11, 1963 Virginia predeceased Felicisimo at her 40~. After almost five years, on May 1, 1968 he married to Merry Lee Corwin, with whom he had a son named Tobias. However, on October 15, 1971, Merry Lee an American citizen, filed a Complaint for Divorce. Before the Family Court of the First Circuit, State of Hawaii, United States, which issued a Decree Granting Absolute Divorce and Awarding Child Custody on December 14, 1973. On June 20, 1974 after six months of Divorce with Merry Lee. He again married to Felicidad Sagalongos (1992 Laguna gubernatorial candidate) they no have any children but they lived together for 18 years marriage until his death.
