Districts that have a combined article. When a district council article exists its put in brackets. Fareham is split despite being unparished as is Havant but the old Havant district was "Havant and Waterloo". Note that a district and its council should not normally have separate articles (unless like Eastbourne the district is combined with the settlement) so if a split is desired and the council article exists the council article could be moved instead of creating a new article from scratch. Note when "unparished" is used it refers to a named unparished area rather than a part of a district that is unparished, for example although Bury is entirely unparished it contains 6 unparished areas (the 6 former districts it was formed from in 1974).

Most that have post 1974 boundaries had only minor changes in 1974[1]. If only minor changes occurred such as moving a part of a parish then this usually is still considered "longstanding" boundaries as opposed to when an entire district or at least parish is merged since minor changes to parish boundaries are common.

Possible criteria:

  1. Built-up area closely matches boundaries (or is larger), little or no rural hinterland
  2. Lack of other distinct settlements
  3. ONS division is roughly the same, or larger
  4. Long-established boundaries (pre 1974)
  5. District is not clearly larger than settlement (for example Newcastle upon Tyne would often be though of as including places like Gateshead)
  6. Britannica doesn't mention settlement as well as district population (for example it only mentions the district population for Redditch but also mentions town population for Gosport)
