[edit]Editor Jason Rees added |format= to this template with this edit. I reverted because the proper place for that parameter is in an enclosing cs1|2 citation template. It is not inconceivable that editors may wish to use the form {{NHC TCR url|id=...}} for purposes other than cs1|2 citations. We should allow such use.
It might be desirable to create a standardized cs1 meta-template for NHC TCRs so that they have a common look across the project. That place would be the proper place to hard-code |format=pdf.
