I am unsure what criteria were used for this review, but it fails on two counts, the first of which is the critical one:

The article, having been originally created on July 21, should have been nominated by July 26 to be eligible in its original form. As it wasn't nominated until August 11, it needs to have expanded by 5x in the five days prior to August 11, the date it was placed under, indicating that the expansion began then. As of August 10, the article was 2327 prose characters. (Nothing had happened in the five days prior to August 11, so setting the expansion date earlier would not help.) The article is currently 3058 prose characters, which is far short of the 11635 required in a 5x expansion.
The article is classified as a stub; stubs are not eligible for DYK. (This is easily fixed, because the article is certainly Start class, if not C class.)

I don't see how it is possible to expand the article so radically at this point, to nearly quadruple its current size, which is why I have failed the nomination. Note that there should have been no quid pro quo (QPQ) requirement to review an article, not only because this user has never had a DYK before, but because the article was nominated by someone other than the creator/expander.
