Richard C. Bowen, the rail planner at the Vermont Transportation Agency, said the state hopes to eventually extend the Rutland train northward to Middlebury and Burlington. But Bowen said the relatively long route north of Rutland will take time and money to repair, while the Whitehall-to-Rutland route can be upgraded much more quickly.
