Source: "The purpose of this 1938 Act was to enable the Board of Trade to maintain reserves of commodities which would be essential for the country in the event of war. According to Schedule 1 of the Act, essential commodities included food, fertilisers and petroleum. The Board of Trade started to accumulate its reserves of essential commodities before war broke out in September 1939.
