The above gives a remark in parentheses with no punctuation:
(postponed to 2021[2] due to the COVID-19 pandemic)
Note: The reason the reference tag is placed mid-clause is that if it were placed after the closing parenthesis, it might interfere with any further punctuation placed after the bracket (such as a comma or full stop, for example).

Both versions make a reference with <ref>...</ref>
