Misleading

It is misleading to choose the index's 2009 low as a starting point, just as it would be to start with its 2015 high. The lede should state who owns it and who is responsible for maintaining it. This article seems to be a promotion, and I question it being neutral.Abitslow (talk) 19:43, 4 April 2016 (UTC)

Apology
