This is a disambiguation page which is definitely needed. Take a look at the two pages it points to.
I never heard of a "wheelset" until I was roaming through the Wikipedia "railroad" project's pages, and came across their wheelset page. Then a week later I could not find the railroad page by typing "wheelset" into the "Search" box. I was sent to the bicycle wheelset page instead.
I created this disambiguation page at that point.
I wonder if you could change your bot to ignore pages tagged "disambig"? There must be a lot of them that look like dictionary definitions, since the reason for creating a disambiguation page is to give the Wikipedia user a very short description of the multiple pages that have the same name.
