[edit]I didn't find a cite either, but it's likely the designation was made by a rights organization (ASCAP or BMI) not RIAA. For example, see https://www.bmi.com/news/entry/19991214_bmi_announces_top_100_songs_of_the_century (where Sloopy does not appear - by then it had only been out for 30+ years *snark*). Also, from the footnotes at https://davesmusicdatabase.blogspot.com/2014/12/radios-most-played-songs-in-history.html we have http://www.classicbands.com/mostplayed.html (which does not cite its ultimate authority but lists the usual suspects - again, no Sloopy).
