The term "37 virtues toward enlightenment" appears to be incorrect. If you Google this phrase, you'll see that one person wrote the sentence, "It is 36 m high and has 37 metal spires, signifying the 37 virtues toward enlightenment," and about 200 people cut and pasted this sentence verbatim onto their own pages. (The person writing this article, however, only cut and pasted "36 m high and has 37 metal spires, signifying the 37 virtues toward enlightenment.")
There appears to be no other usage of this term. Perhaps it is the 37 factors of enlightenment that are intended? I'm not going to edit the article myself, since this isn't my area of expertise.
