There is apparently a meaning of "UCE" that involves the FBI. I found the following quote in Mother Jones, which was, in turn, quoting the federal indictment of Rezwan Ferdaus for a nutty and ineffective plot to blow up some federal building using a radio-controlled model airplane.

On or about July 21, 2011, FEDERAUS told the two FBI UCEs that he wanted to maximize the explosive impact of his attack planes and thus wanted the UCEs to get him 24 pounds of plastic explosive.
