Candidate for deletion?

As of May, 2011. I cannot find any indication that the proposed Westin at Tulsa Garden Square has ever been started, let alone completed. The application for city approval was denied in 2008, according to an article in the Tulsa World. I question whether this is still an appropriate article for Wikipedia and recommend its deletion.
