Struggle

I'm not sure that the "struggle for control" was a real thing. The "Board of control" actually asked to be relieved of their duties. (I would imagine that they were rather lawyerly, and worried about the consequences of misusing the funds - Eugene Hale's document shows how people were turned away that could have been helped, but technically did not qualify. The resolution at the top shows, however, that a board of control was still proposed.)
Thoughts?
