Essay or Article?

This article doesn't define what a Student Activity Fee is as much as it seems to be an essay on the Southworth decision. It looks like it needs a lot of work to make this an encyclopedia article. --健次(derumi)^talk 01:54, 7 December 2007 (UTC)[reply]
