Smart Cities Challenge section

The entire section is written like a political advertisement for the government. The style appears highly biased, and the prose is incompatible with encyclopedic standards. Statements like "people used to ask where is the development" and "That is why this Mission is refreshingly different" make it appear that the user who introduced the information is pushing POV by using weasel wording. Overly vague description of projects under this initiative

The article uses vague language to describe what the Smart Cities Mission actually entails, other than to generally improve standards of living. Are there any specifics to the project? Specific upgrades in transport, communications, sanitation etc? There's a lot of information about the background, but not much information as to what exactly is to be done as part of the initiative. I understand each city will implement the project differently, but there are only 3 concrete examples of specific projects in participating cities. Many participating cities have a paragraph mentioning their selection prominently in the leads of their wiki pages (see Jalandhar, Bhopal, Dharamsala, New Delhi, etc) , so surely a better list can be created with each individual specific project.
