Is the Swimming Pool tale true?

I notice no reference for the point about the top floor being originally planned to be a swimming pool and not the gym it subsequently became. I worked in the building for many years and heard the story several times, but always took it to be a myth. For those that don't know, the space is rather long and narrow, and you can see where the idea might have come from. However, a pool would have needed a bigger gap down to the floor below. Also surely they would have known how many extra tons of water they would have been adding to the structure.
