Rewrite of article

Copyright violation
[edit]A review of the article indicates it was created by substantial amounts of copy-pasting from multiple sources -- and without attribution. Although there has been some attempts to alter the text, it has not been enough to avoid plagiarism. (See Wikipedia:Close paraphrasing for information). There are many instances of direct copying. For example, the article states:
River Islands developers have fattened up 900 acres of the original San Joaquin River levee from a slim 20 feet wide to a minimum of 150 feet wide. Eventually, all 18 miles of the levees surrounding the housing project will be beefed up to 300 feet wide.
The source states:

Article states:

There are also POV phrases lifted from sources, such as ... will commence development as the economy recovers is copied from here, other civic necessities and plenty of other amenities is taken from here, and River Islands will be pedestrian-friendly, diverse, social, civic and commercial hub that will provide services, amenities and entertainment to it citizens is copied from the company website. Given the extensive copy-pasting at the creation of the article and the remaining issues of close paraphrasing, the prudent option in cases like this is to start from scratch. I've deleted the copyvio text and rewritten the intro as a stub with a some references.
