[edit]I was a little unsure about the devices for the General's award when I built his ribbon rack. The official bio ref wasn't loading (the Manpower website has been down for a few days), so all I had to ref was File:MajGenRayLSmith.jpg. As you can see, evertything not on the first row of medals was covered, so there may be devices not seen, and thusly, not relfected in his ribbon rack.
