Split from Separate schools

Much of the material on this page was originally found at Separate schools. The reason for the split is that the Separate schools article mainly deals with religious-based separate schools in Canada. The motivations and implementation of religious separate schools are very different from race-based separate schools, and the two types of schools should be treated differently. There's also the fact that religious-based separate schools in Canada have a constitutional underpinning, which is not the case for race-based separate schools.
