The institution's Polish name, according to the Polish Wikipedia, is "Filharmonia Pomorska im. Ignacego Jana Paderewskiego w Bydgoszczy".
Formal Polish names of institutions tend to be long-winded.
If there is no other "Pomeranian Philharmonic" in Poland or in Germany, then "Pomeranian Philharmonic" should suffice as this English-language article's title.
If it is necessary to disambiguate the institution's name, then something like "Paderewski Pomeranian Philharmonic" or "Bydgoszcz Pomeranian Philharmonic" might do.
In any case, the article requires a thorough copyedit for English usage. For example, "obecna siedziba" is not "actual building" but "present building" or "current building".

Please don't be a smart ass. "Polish Baltic Philharmonic" is a name given by ESL Wikipedians to Polska Filharmonia Bałtycka im. Fryderyka Chopina w Gdańsku. You perhaps may be unaware that Baltic isn't Polish either. Poeticbenttalk16:38, 10 December 2015 (UTC)[reply]
