Merge from Frog Rapids (Pipestone River, Ontario)

I propose to merge Frog Rapids (Pipestone River, Ontario) here. There is nothing in the rapids article that warrants a stand-alone article: it's a perpetual stub, not really notable, and no meaningful incoming links (in effect an orphan article).
