The lead is confusing and too long. The central questions are distracting and could be improved. There isn't actually any information about the philosophy of mathematics education; only the lead and questions and a link to the Philosophy of Mathematics Education Journal. Maybe start answering the questions. Add statements from education policymakers. Add information about number theory. Add people's distaste/fear of mathematics (link to mathematical anxiety page). Add statistics about people in math (high school, undergrad, grad). Add application of mathematics to society. Add thoughts on why mathematics is important.
