Oppose. Pengerang and Pengerang Integrated Petroleum Complex are completely two different entity with two distinct Wikidata entries. One refers to geographical feature and the other refers to architectural feature. The economy of Pengerang may not be restricted solely to Pengerang Integrated Petroleum Complex, as it has other local economic activities, such as tourism, transport etc. Pengerang Integrated Petroleum Complex (PIPC) itself is a notable entity in which there are many 3rd party reliable source mentioning it, as we can talk about its history, construction technology, port capacity, petroleum refining technology, its geographical map border, who are the sources of raw material and where they shall export it etc. PIPC itself can be fully expanded to go beyond Pengerang geographical border, such as the use of Johor Strait for its ship transport, as well as its interconnection to South China Sea. PIPC should be further expanded beyond stub and start class, that one I agree. But we shall give her more time as she is currently under construction period, and recently probably has been slowed down by the low world oil price and COVID-19.
