Neighbourhood within neighbourhood

A sentence is confusing: Within this official neighbourhood of the City of Toronto are two neighbourhoods, Palmerston and Little Italy and the commercial enclave of Mirvish Village. What is the difference between an official neighbourhood and a neighbourhood? Is this saying that Palmerston-Little Italy is within Palmerston-Little Italy? Is it saying that within Palmerston and Little Italy there is 1) Palmerston, 2) Little Italy and 3) Mirvish Village? If so, that's three and not two.
